Delia Oberheu is Co-Founder and  President of Concord Environmnetal Energy Inc. (dba Concord Utility Services) and leads all Operations.  Mrs. Oberheu holds over 15 years extensvie experience in Customer Service and Operations Management. Prior to Concord Utility Services, Mrs. Oberheu was COO for Accord Staffing, Inc. She lead the company through tremendous growth with her strength in  Strategy Management, Perfomance Management, Customer Service Mangement and Overall Operations Management.

Mrs. Oberheu holds a bachelor degree in Business Administration from California State University, Fullerton.

Douglas Oberheu

Doug Oberheu graduated in 1995 from St. Cloud State University (St. Cloud, MN) with a B.S. in Communications.

In 1996 Mr. Oberheu co-founded Intelitech Staffing, a staffing agency specializing in the recruitment of technical personnel with an emphasis in low voltage and wireless communications in Southern California. As Senior Vice President, Mr. Oberheu helped grow Intelitech from a two person start-up, to a company with three offices in Southern California employing over 550 employees.

In 2004, Mr. Oberheu used his experience and founded Concord Communications Group, Inc. The company was involved with various wireless projects, including the installation of wireless infrastructure for an AMI project. Immediately after Concord Communication Group’s first project with a water utility, the opportunities grew as well as the scope of the projects.

In 2008, Mr. Oberheu founded Concord Environmental Energy, Inc. (dba Concord Utility Services). Concord has grown into the water industry’s leader in California, Neveda, Arizona, Utah, New Mexico and Texas for the installation of water meters, gas meters, electric meters and AMI networks.

Levi Capaci

Levi Capaci graduated in 1995 and holds a degree in Industrial Design and Product Development from California State University Long Beach as well as Engineering and General Contractors licenses through the states of California, Arizona, Neveda and Utah. 

Levi joined the design firm I-Form in 2000 and served as its senior project manager. He was responsible for product development, design excellence and project logistics serving many Fortune 500 companies such as Avery Dennison and MedTronic. In 2004 Levi founded Capaci Watershapes, Inc., a residential and commercial construction firm specializing in landscape and swimming pool design. As the firm’s principal, he was at the helm of business development and performance. Levi partnered with Jenkins Construction and expanded operations into a full service, general contracting, design-build firm in early 2007.

Mr. Capaci joined Concord in 2009. As Vice President and Chief Operations Officer, Levi is directly involved with personnel and data management and is responsible for maintaining a steady workflow throughout the construction process. Levi’s extensive knowledge of construction management and concern for client objectives ensures a seamless transition through all project phases and long-term client satisfaction.
